Sales tax is one of the largest sources of revenue in Pakistan, and many businesses dealing in goods are required to register with FBR and charge sales tax on their supplies. Registration gives you a Sales Tax Registration Number (STRN) and allows you to issue sales tax invoices and claim input tax on business purchases.
This guide explains who needs to register, how the process works and what you must do after registration.
Sales tax on goods and services
In Pakistan, sales tax on goods is administered by FBR under the Sales Tax Act, 1990. Sales tax on services is a provincial matter; in Punjab it is administered by the Punjab Revenue Authority (PRA). This article is about FBR registration. For services in Punjab, see our PRA registration guide.
Who needs to register with FBR?
- Manufacturers of taxable goods, subject to the thresholds and exclusions in the law.
- Importers of taxable goods.
- Wholesalers, distributors and dealers in the supply chain.
- Certain retailers, including those required to integrate their point-of-sale systems with FBR.
- Businesses that want to supply large buyers who require suppliers to be registered so that they can claim input tax.
The exact requirements depend on your business type and turnover. Some small businesses and cottage industries may be outside the requirement. A consultant can confirm your position.
Documents required
- Business NTN and IRIS access.
- CNICs of the owner, partners or directors.
- Proof of business premises: ownership documents or rent agreement.
- Recent electricity bill for the business premises.
- Business bank account details.
- Partnership deed or SECP incorporation documents, for firms and companies.
- Details of machinery and production capacity, for manufacturers.
The registration process
- Prepare your income tax registration. You must have an NTN first. If not, register on IRIS.
- Submit the sales tax registration application on IRIS with business, premises, bank and utility details.
- Complete biometric verification of the owner or directors at the designated centres, where required.
- Premises verification may be carried out by FBR.
- Receive your STRN once the application is approved.
Obligations after registration
Monthly returns
Registered persons must file a sales tax return every month, declaring sales, output tax, purchases and input tax. A return is generally required even when there were no sales. Read our guide on monthly sales tax return filing.
Proper invoices
Sales tax invoices must include prescribed details, including the registration numbers of the supplier and buyer, the value of supply and the sales tax charged.
Records
Keep records of sales, purchases, imports, debit and credit notes and stock for the period required by law.
Input tax rules
Input tax can generally be claimed only on purchases from registered suppliers who are active and who declare the same invoices. Purchases from non-compliant suppliers may lead to disallowed input tax.
Consequences of not complying
Failure to register when required, or failure to file returns, can lead to penalties, default surcharge, suspension or blacklisting of the registration, and assessment of tax by FBR. Regular compliance keeps your registration active and your name on the sales tax active list.
Practical example: a small manufacturer’s decision
A furniture maker in Gujrat supplies to local shops and has recently been approached by a large retail chain. The chain will only buy from sales tax registered suppliers, because it wants to claim input tax on its purchases. The manufacturer reviews his position with a consultant, registers for sales tax, updates his invoice format and starts filing monthly returns. Although compliance increases, the new contract more than justifies it, and he can now claim input tax on the wood, hardware and other materials he buys from registered suppliers.
Input and output tax in simple terms
Output tax is the sales tax you charge your customers on taxable supplies. Input tax is the sales tax you pay on your business purchases. In general, you pay FBR the difference between output tax and admissible input tax for the month. If input tax exceeds output tax, the excess may be carried forward under the rules. This mechanism is why proper invoices and registered suppliers matter so much.
Setting up good practices from day one
- Prepare an invoice template with all prescribed details.
- Number invoices serially and keep copies.
- Buy from registered, active suppliers and verify their status.
- Record sales and purchases monthly in a simple register or software.
- Reconcile monthly figures before filing.
- Keep records for the period required by law.
Retailers and point-of-sale integration
Certain categories of retailers are required to integrate their point-of-sale systems with FBR so that sales are reported in real time. If your business falls into these categories, registration and integration go together. Check the current criteria before opening or expanding a retail outlet.
Expert tips
- Register before you sign contracts that require a STRN; registration takes time.
- Do not issue sales tax invoices before registration is approved.
- Keep your income tax and sales tax figures consistent; FBR compares them.
- Diarise monthly due dates and file even when there were no sales.
- If you deal in both goods and services, check whether PRA registration is also needed.
