NTN Registration Online in Pakistan: Documents, Steps and Common Rejections

A National Tax Number (NTN) is your identity with the Federal Board of Revenue. You need it to file an income tax return, become a filer, register for sales tax, open many business accounts and take part in tenders. For individuals, the 13-digit CNIC serves as the NTN once registration is complete.

This guide explains how NTN registration works for different types of taxpayers and how to avoid the problems that delay most applications.

Who needs to register?

  • Individuals who earn taxable income or want to become filers.
  • Salaried persons whose employers ask for their NTN or filer status.
  • Freelancers who receive payments from abroad.
  • Sole proprietors running a shop, trading or service business.
  • Partnership firms (associations of persons) and companies, which need their own registration.

Documents and information required

For individuals

  • CNIC
  • Mobile number registered in your own name
  • Active email address
  • Residential address
  • Details of your income source (salary, business, rent, etc.)

For sole proprietors

  • Everything listed for individuals
  • Business name and nature of business
  • Business address with proof (ownership documents or rent agreement)
  • Recent utility bill of the business premises

For partnership firms (AOPs)

  • Partnership deed and registration certificate, if registered
  • CNICs of all partners
  • Business address and utility bill
  • Details of the principal officer

For companies

  • SECP certificate of incorporation
  • Memorandum and Articles of Association
  • CNICs of directors
  • Registered office address and utility bill

Step-by-step registration for individuals

  1. Go to the official IRIS portal at iris.fbr.gov.pk and choose the option to register as a new (unregistered) person.
  2. Enter your CNIC, name, mobile number and email address.
  3. Enter the verification codes FBR sends to your mobile and email.
  4. Create your password and log in.
  5. Complete the registration form (Form 181) with your personal details, address and source of income.
  6. Submit the form. Once processed, you can download your registration certificate from IRIS.

Registering a business as a sole proprietor

A sole proprietorship is registered through the owner’s individual profile. After your personal registration, you add the business details: business name, address, activity and premises information. Choosing the correct business activity code is important because it affects how FBR views your filings.

Registering a partnership or company

Partnerships and companies have a separate legal identity for tax purposes and must be registered separately. Applications for these entities usually involve more documents and may be reviewed by FBR before approval. For companies, registration follows incorporation with SECP. See our guide to private limited company registration.

Why NTN applications get rejected or delayed

1. Mobile number not in the applicant’s name

FBR expects the SIM to be biometrically verified in the applicant’s own name. A family member’s number is the most common cause of failure.

2. Incorrect or incomplete address

Addresses should be complete and match supporting documents. Vague addresses can cause queries.

3. Wrong business activity

Selecting an activity that does not match your actual business can create problems in later filings and sales tax registration.

4. Already registered

If you registered in the past, IRIS will not allow a second registration for the same CNIC. In that case, recover your existing account through a password reset.

5. Missing documents for businesses

Business, AOP and company registrations need supporting documents. Applications without them are often returned.

After registration: what next?

Registration puts you in the tax system, but it does not make you a filer. To appear on the Active Taxpayer List, you must file your income tax return and wealth statement for the relevant tax year. Read our guide on how to become a filer.

You should also keep your profile up to date. If your mobile number, email or address changes, update it on IRIS so that you continue to receive codes and notices.

Practical example: registering a new shop

Bilal opens a mobile accessories shop in Lala Musa. A wholesaler asks for his NTN before giving him credit. Bilal first registers himself as an individual on IRIS, then adds his business: the shop name, address, a copy of the rent agreement and the latest electricity bill. He selects the activity code that matches retail trade in mobile accessories. Once processed, his IRIS profile shows the business, and he can share his registration certificate with the wholesaler. Later, if his turnover or customers require it, he can apply for sales tax registration using the same profile.

Choosing the right business activity

Activity codes describe what your business does. They influence how FBR sees your returns, which withholding rules apply to you and whether further registrations may be expected. Choose the code that most accurately describes your main activity, and add secondary activities if you have them. If your business changes, update the codes through a profile modification.

Timeline at a glance

  • Individuals: usually same day once verification codes are entered.
  • Sole proprietors: same day to a few days, depending on the information provided.
  • Partnerships (AOPs): a few working days, as FBR may review documents.
  • Companies: after SECP incorporation, usually a few working days.

Checklist before you apply

  1. Confirm you are not already registered (try a password reset with your CNIC).
  2. Make sure your SIM is biometrically registered in your own name.
  3. Prepare scanned copies of supporting documents in clear, readable format.
  4. Write your address exactly as it appears on utility bills or agreements.
  5. Decide the correct business activity before starting the form.

Expert tips

  • Use an email address you will keep for years; FBR notices go there.
  • Keep the registration certificate PDF handy; banks and clients ask for it often.
  • After registration, plan your first return. Registration alone does not give filer benefits.
