Pakistan has one of the world’s largest freelancing communities. Developers, designers, writers, marketers and virtual assistants earn from clients around the world. Many of them are unsure about tax: whether they need to register, how foreign income is treated and what records to keep.
This guide covers the essentials. Tax treatment of IT and IT-enabled services is set in the law and Finance Acts, and rates change, so confirm the current position before filing.
Why freelancers should register and file
- Lower bank deductions: filers pay lower withholding on many banking transactions.
- Proof of income: returns support visa applications, loans and rental agreements.
- Legitimate record of remittances: a clear record of foreign income received through banks.
- Business growth: registration makes it easier to open business accounts and work with larger clients.
Step 1: Register with FBR
Register on IRIS as an individual. During registration, describe your source of income accurately, for example as a business or profession providing IT or other services. Read our guide to NTN registration online.
Step 2: Receive payments through proper channels
Foreign income received through banks and authorised payment channels is easier to document. Banks can issue certificates showing remittances received, which are useful evidence when filing. Avoid informal channels, which leave no clear record.
Step 3: Consider PSEB registration
The Pakistan Software Export Board (PSEB) registers IT and IT-enabled service exporters, including individual freelancers. Registration can be relevant to how IT export income is treated for tax purposes and is sometimes required by banks or clients. Check the current requirements and benefits before registering.
Step 4: Keep good records
- Bank statements showing foreign remittances.
- Remittance or proceeds realisation certificates from your bank.
- Platform statements (for example from freelancing marketplaces).
- Invoices or contracts with clients.
- Records of business expenses, such as equipment and internet.
Step 5: File your annual return and wealth statement
Declare your freelance income in your annual return according to its correct treatment, along with any other income. File your wealth statement, making sure that assets bought from freelance earnings, such as laptops, vehicles or property, are reconciled with your declared income. See our guide on wealth statements.
Residency: why it matters
Your tax residency in Pakistan depends mainly on how many days you spend in the country during the tax year. Residents are generally taxed on worldwide income, while non-residents are taxed on Pakistan-source income. Freelancers who travel or live abroad part of the year should check their residency status each year.
Common mistakes
- Not registering at all and paying higher withholding as non-filers.
- Receiving money through informal channels that leave no record.
- Declaring income that does not match bank deposits.
- Buying assets without declaring enough income to explain them.
- Assuming last year’s rates still apply after a Finance Act.
Overseas Pakistanis
Pakistanis living abroad may also need to file in Pakistan, for example if they have rental income or want filer status for property transactions here. Our freelancer and overseas tax service covers both situations online.
Practical example: a freelancer’s first year of compliance
Ali is a graphic designer in Gujrat earning from international clients through a freelancing platform. He receives payments into his bank account through a payment service. In his first year of compliance he registers on IRIS, describing his activity as graphic design services, asks his bank for remittance certificates, downloads his annual platform statement and keeps invoices for major clients. He buys a new laptop and a motorcycle during the year. When filing, he declares his foreign income according to its correct treatment, records the laptop as a business asset and the motorcycle in his wealth statement, and reconciles both with his income. His records now support visa and loan applications as well as his tax position.
Monthly routine for freelancers
- Download platform and bank statements at the end of each month.
- Save remittance confirmations from your bank.
- Keep invoices or contracts for major clients.
- Record business expenses such as software subscriptions and equipment.
- Keep personal and freelance accounts separate if possible.
Choosing a structure as you grow
Many freelancers start as individuals. As income grows, hiring staff or signing larger contracts may make a single member company attractive for limited liability and credibility. The decision should consider tax, compliance costs and how clients prefer to contract. Read our guide on single member companies.
Expert tips
- Avoid receiving freelance income in a family member’s account; it complicates both returns.
- Check each year whether Finance Act changes affect IT export income.
- Keep your IRIS profile updated with your business activity.
- If you spend long periods abroad, track the days to determine your residency status.
Key terms explained
- PSEB: Pakistan Software Export Board, which registers IT and IT-enabled service exporters.
- Remittance certificate: A bank document confirming foreign funds received into your account.
- Tax residency: Your status for tax purposes, based mainly on days spent in Pakistan during the tax year.
- IT-enabled services: Services delivered using information technology, such as design, content and remote support, which may receive specific tax treatment.
Frequently asked questions
Is freelance income taxable in Pakistan?
